OSI was established in 2001 by the former management and staff of Pinkerton Consulting Services - Philippines, where they worked from 1992. Prior to that and from 1984, their Principals were assigned to the U.S. Embassy, Manila, working Philippine-wide with counterparts within the Philippine National Bureau of Investigation (NBI), Philippine National Police (PNP) , Intelligence Service of the Armed Forces of the Philippines (ISAFP) and other Philippine government investigative and intelligence agencies.
