Bulacan is envisioned as an Investment Hub and the next IT Center of the Philippines. The Provincial Government through its Investment Promotion Unit provides assistances to investors locating in the province such as:

- investment promotion
- facilitation and servicing of investors needs or requirements on Business Permits and Licences, ECC, Site selection, etc.
- provision of incentives to qualified investors
- networking with other government agencies, LGUs, and private organizations.
