The UP Java Research and Development Center (JRDC) and the Mirant Java Education Center were established as part of setting up the University of the Philippines Java Competency Center and as part of the Asean Java Competency Program (AJCP). The UPJCC was inaugurated and launched to the public on June 18, 2002.

The JRDC is located at the UP-Ayala TechnoPark along C.P. Garcia Avenue, Diliman Quezon City. It has 5 Sun Servers and 15 SunBlade machines. The MJEC is located at the UP Technology Management Center, in the ASTI (Advanced Science and Technology Institute) building also along C.P. Garcia Avenue, Diliman. It has 26 SunBlade machines, which are being used for trainings and classes
